Peter Gemell

Peter has a depth of experience and capability developed over 30 years of the development and delivery of major infrastructure and services. Initially, Peter delivered a diverse range of civil, mining, and building projects for major contractors. Since 1992, he has specialised in the field of strategic commercial support to government and the private sector. Peter has a depth of experience in the definition procurement and delivery of privately funded public infrastructure and services (PPP’s). He has worked as lead consultant for government teams in the procurement of over $20 billion in infrastructure, led the government repair activities after the 1999 Sydney hailstorm and provided advice on numerous projects in Australia and Asia. Peter was Project Director for the procurement of the Parramatta Justice Precinct and a public utility organisation’s head office at Parramatta, and was the lead transaction adviser for numerous tollroads (including all the Sydney Tollraods for the past 20 years and the Airport Link in Queensland) Peter also led procurement of the Darwin to Alice Springs Rail, the Westmead Health Campus, Port Botany Expansion, the Sydney Desalination Plant and Gateway Upgrade Projects. He has also been (and continues to be) the lead consultant for state government teams on other major complex service and infrastructure projects (PPP, DCM conventional and alliance) and advises various private sector clients on private development and PPP projects including rail, airports, roads, hospitals, schools, officers, plants, pipelines, ports, retail, carparks and distribution networks. Peter has also advised (and represented) numerous clients in dispute resolution processes.
